What I\'ve built in conventional Drive with several schools that has worked pretty well:

Transparent living curriculum & staff handbook via a Parent Folder with a locked-down consistent folder hierarchy that all staff can View
Admin can see what they need to see from all staff (data, pacing calendars, etc.)
Teachers on grade teams can collaborate; other teams can see, but not collab unless invited
An admin account sets up the folder structure, then sets up sharing via Groups based on editing needs
When someone leaves the school we transfer ownership of their docs to the admin account i.e. drive@domain.org and life has been pretty good...

Why it seems Team Drives may be worth investing in a re-build:

ownership of key files in a shared system would no longer be tied to any individual users, but everything within would be owned by the Group managing that Team
no risk of individual user sabotage, data loss or screw-ups of the folder hierarchy since all content is owned by the Team
different permission levels can be assigned (to individuals or Groups) to allow multiple managers, viewers, editors, etc.
