1. Applicable to 1) All central govt servants, without any pay-limit 2)State Govt Servants on deputation to Central Govt. 3) Industrial Emp of Central Govt. 4) Civilians paid from Defence Estimates 5) Central Govt. servants on deputation to state govt or on foreign service

2. Child: Employee Child (including step/adopted child) wholly dependent on Govt. servant
