The Energy Efficiency Action is part of the Unit on Renewable Energy of the Institute of Energy and Transport, one of the institutes that make up the Joint Research Centre of the European Commission.

The Joint Research Centre (JRC) Renewable Energy Unit provides scientific and technical support to the Commission services (DG TREN, DG ENV) for the design, the implementation and the monitoring of the EU energy efficiency policies and programmes.
Moreover, a number of EU programmes are managed directly by the JRC on behalf of DG TREN: these programmes include the GreenLight Programme, the Standby Initiative, the Motor Challenge Programme, the Luminaire Design Competition, the EuroDEEM database, and initiatives in the field of appliancess, building (e.g. the Thebis database) and industrial fields
(e.g. E2MAS and LTAs), and DSM/ESCOs area.

The Joint Research Centre Renewable Energy Unit is linked to several international and national organisations, research labs, and universities operating in the field of energy efficiency. The JRC takes part in several experts network.

The Biofuels/Bioenergy Action was built at the beginning of FP7 on the foundation of the input of the IES Renewable Energies Unit to the impact assessment of the revision of the Biofuels Directive, in particular the JEC (Joint Research Centre, EUCAR, CONCAWE) Well-To-Wheels (WTW) study, which is recognised as one of the main existing references for energy balance, greenhouse-gas balance and costs of alternative fuels (including biofuels). Another study of reference was performed by the JRC on the use of cereals straw resources for bioenergy in the European Union.
