3.4. ESL Funding is Federal. Accessed by complete twice yearly census. Based on classification of ESL Assist/LBOTE - subject to external Audit

3.4.2. Assessing and identification is through oral, written, family background, data, survey - WSPLP
3.4.2.1. Allows to prioritise teacher and resource allocation
