ELL programs aim for English proficiency in listening, speaking, reading and writing skills. Standards that need to be met by any ELL program include social and academic uses of the English language that students must acquire for success in and outside the classroom.

The standards are:

English language learners communicate for social, intercultural, and instructional purposes in the school setting.
English language learners communicate information, ideas, and concepts necessary for academic success in the area of language arts.
English language learners communicate information, ideas, and concepts necessary for academic success in the area mathematics.
English language learners communicate information, ideas, and concepts necessary for academic success in the area of science.
English language learners communicate information, ideas, and concepts necessary for academic success in the area of social studies.
