1. Evaluate

1.1. This phase may utilize student critiques, subject matter expert feedback, or instructor feedback to identify possible shortcomings in the material. Test item analysis may also be used to identify shortcomings in the material or on the part of the instructor or web based content. In my opinion, this is the most important piece in the development cycle. It ensures the material remains relevant and accurate, as well as determining future needs.

2. Implement

2.1. Implementation is the delivery of the course. At this time, the materials may be presented to a target focus group which will provide feedback on the quality and effectiveness at the training. Modifications may be made (going back into the develop phase) and the released for final implementation when complete.

3. Analyze

3.1. This stage is essentially the planning stage. It's a needs assessment which determines the purpose of the training course, how it will impact the organization, what training is needed and assesses specific skills and knowledge levels needed and desired and the completion of the training evolution.

4. Design

4.1. This phase is the blueprint for building the course. Learning objectives are created from a list of tasks the trainee should be able to complete after receiving the training. Timelines for completion, resources, options and training required are determined in this phase.

5. Develop

5.1. In this phase, the training materials are created. For traditional instructor-led training, this would include lesson plans, student guides, and any supporting materials such as web based training or computer based training, such as power points, tutorials, and interactive web training.
