3. Communist state encouraged girls to be in school. In 1929-49 only 38% of girls finished primary education, compared to 100% from 1959+.

11. The Women's Association was wanted by the Central Committee. They had 40,000 staff in 83 cities and a publishing arm for books and newspapers etc.
