4.1. Higher-order thinking and critical thinking allow the student to process and examine situations using complex thinking and "expand horizons" in terms of how to think and how to carry out action after thinking.

4.2. Hale gives examples of how to allow students to utilize Higher-Order Thinking and Critical Thinking in order to come a solution (or a system of solutions) about the situations. When students feel freedom to utilize Higher Order Thinking and Critical Thinking, it creates a safe classroom environment for students to know they can take an active role in their own learning.
