2.1. The cook was working in the ship, and since they were sailing a long way, cleanliness was important especially when it comes to food. If the cook real did ate files like he did on the first day in the lifeboat, the sailors would have noticed and wouldn't hire him.

2.2. The cook was an adult. Unless he was an idiot (of course, if he was, the sailors would have never hired him in the first place), he would have known that they should save food, not gobbling up everything in one day.
