2. Technically Justified

2.2. Synonyms: Factually sound, Analytically supported, Data oriented

3. Transparency

4. Quarantine:

5. Emergency measure:

5.1. "A phytosanitary measure established that involves urgency in a new or unexpected phytosanitary circumstance (Chapter 4: IPPC 2010)."(Devorshak 2012)

5.2. Synonyms: Emergency response, Urgent action, Immediate measure.

6. Equivalence:

6.1. "Different phytosanitary measures attain a contracting party's appropriate level of protection, in relation to a specified pest risk (Chapter 4: IPPC, 2010)."(Devorshak 2012)

6.2. Synonyms: Equality, uniformity, likeness.

7. Pest Risk Analysis

7.1. "A process that identifies plant pests and associated diseases, and allows for the development of procedures, such as phytosanitary inspection and treatment, in order to prevent a pest from proliferating in an unwanted area." (USDA APHIS, 2021)

8. Harmonization
