How can we prevent or change the West end from becoming a slum area?

1. To change and prevent the West End from becoming a slum starts with changing the mindset of the people and the culture to resemble a great community.

1.1. The pros of beginning to change the mindset of the people in the town are that this would practically guarantee happiness amongst the community and that alone will create a non-slum like environment in the eyes of the public. The cons are that on face value some of the buildings may give off the idea of a slum area to the public.
