4.3.1. Consistency in serving would be a problem. Members would see/feel that gap

4.4. People second guessing themselves or relying on certain people to give them information
4.4.1. Put strain on support teams because of they are busy answering questions from those serving
4.4.2. There will be a lot of guess work. People will assume they know what to do and make mistakes
