1. LJ02ND002-Background: Councils Act of 1892

1.1. Indian National Congress was formed in 1885 and put forward major demands for change in the way administration was functioning.

1.2. Some of the demands were Reforms in legislative council and Principle of election.

1.3. Lord Dufferin's Commitee Report

2. Increased the additinal members in the Central Legislature

3. Increased the additional members in the Provincial Legislatures

4. Members of legislative council were allowed to discuss on the budget. System of Indirect elections was introduced.

5. Powers of legislative councils were increased: To make new laws and repeal old laws with the permission of the Governor-General.
