2. Goals of supplier evaluation

2.1. Financial justification to hold on to the contracts or change suppliers

2.1.1. City likes holding on to know, good truck contractors: The work quality stays more even when the contractors do not change too often

2.1.2. Everything has not to be told multiple times if the contractor knows what is done, how and where

2.1.3. If the same contractor continues, they know exactly which types of pipes/gravel/insulation etc were used

3.1. Comparison to previous years / different suppliers

3.2. Hearsay has lot to say: Recommendations are needed

3.2.1. A known, well trusted bidder has the upper hand even if it is not the ultimately cheapest

4. Criteria for evaluation

4.1. Finance

4.1.1. The cheapest bidder is not always the strongest option

4.1.1.1. If what you get for the cheapest price is not up to city standards, the city can choose another, even a bit more expensive bidder

4.1.1.1.1. What does the pricing base on?

4.1.1.1.2. Usually if the price is extremely low, there is a (bad) reason for it.

4.2. Quality

4.2.1. If quality of work is seen to be unworthy, being the cheapest will not save you

4.2.1.1. Good name helps: Some contractors are hired year after year because they are known to be thoroughly trustworthy

4.3. Timing/availability

4.3.1. If a contractor informs that he takes June as summer vacation, then the most productive time of street contractors is seen wasted. This does not help the bidding

4.3.1.1. The truck contractors must be available for excessive overtime on busiest seasons and in case of emergencies. If the contractor only agrees to 7-16 work times Monday to Friday, they may lose the bidding.
