3. Reform

3.1. The Security Council has to be reformed to guarantee the global order about peace and security. It is necessarily to admit more permanent members in the SC as Germany, Japan or Brazil that has a major role in the international context. Also to limit or erase the veto power to boost the SC capacity to solve the current international issues.

3.2. It is necessary to actualize the structure of UN, in this order, it is a need to rebuild or erase de Fiduciary Administration Council because it is not longer working.

4. Critic

4.1. The security council Consist of 15 members of th UN, 5 of them are permanent members and the other 10 are non- permanent members

4.2. According to Whittaker (2006, p. 104-106): "The veto power , originally a self-protective balancer for five major powers, is out of date and undemocratic. Coercive competence in peacekeeping, envisaged in the UN Charter, has been reduced to erratic persuasion, long vitiated by superpower clash and partisan role in complex regional disputes."

4.3. "The permanent members of the Security Council will not give up their power unless another large world power arises, and only then will it be added to the olligarchic club. " (Venter, 2013, p. 29).
