In October 1987, Tamils Tigers failed to surrender their weapons and the Indian troops has to took control of them by force and from October 1987 to December 1987, clashes happen in the east and north between Tamil Tigers and India peacekeeping force.By March 1990, the peacekeeping force was withdrawn .

On 3 June 1987, India government sent 20 Indian ships to Jaffna to provide food and petroleum products to Sri Lanka Tamils and the Indian Air Force dropped food and medical supplies in Jaffna the following day. But by doing so, it violated the Sri Lanka airspace. In July 1987, Sri Lanka agreed to sign a peace record due to pressure from india.
