5. The meaning of the Indonesian state as a dynamic legal state, its essence is Indonesian national law must appear accommodative, adaptive and progressive.

5.1. Accommodative means being able to absorb, accommodate the desire dynamic society.

5.2. Adaptive, meaning capable adjust the dynamics of the times, so that it never goes out of fashion.

5.3. Progressive, meaning always oriented progress, future perspective.

6. There are three important things in the exercise of these rights and responsibility :

6.1. 1. Pancasila needs to be understood properly and correctly both of understanding, history, concepts, principles and values contained in inside. Without understanding these basic things is very difficult Pancasila to be applied.

6.2. 2. Implementation guidelines. We should not be ashamed imitating what has been done by the New Order government trying to create a Guidance for Experience and Experience of Pancasila (P4). These guidelines are indispensable for countries and citizens to understand what which must be done, what is the purpose and how the strategy to achieve the goal.

6.3. 3. The needed for an agency tasked with guarding the implementation Pancasila. This institution is tasked to facilitate activities among others which aims to socialize Pancasila.
