1. A worker has resigned
1.1. Try to discover why the person has resigned
1.2. Establish whether there is an Internal candidate who could fulfill that job.
1.3. Examine the job description for the post, to see whether it needs to be hanged (or indeed, whether the post needs to be filled)
1.4. Either hire an employment agency (or for a senior post, a firm of headhunters), or advertise the vacancy.
1.5. Receive applications curricula vitae / resumes and covering letters, and make a preliminary selection (a shortlist)
1.6. Follow up the references of candidates or applicants who seem interesting
1.7. Invite the shortlisted candidates for an interview
1.8. Make a final selection
1.9. Write to all the other candidates to inform them that they have been unsuccessful
