1.1. Coordinates and directs implementation of benefits program
1.2. Coordinates all employee relations programs
1.3. Write and review Personnel Policies and Procedures
1.4. Maintains central personnel files and job descriptions for employees
1.5. Administers payroll program
1.6. Responds to day-to-day inquiries regarding policies, procedures, and programs
1.7. Consults legal counsel to ensure policies comply with federal and state law
2. Payroll/Benefits
2.1. Assists in the computation of pay according to policy
2.2. Conducts new employee orientation, records new or changed pay rates in payroll register or computer files.
2.3. Keep confidential records of benefit plan participation of all employees.
2.4. Prepares, maintains, and edits reports regarding payroll.
2.5. Write job postings and place job advertisements in various media.
2.6. Assist in administering insurance policies and procedures.
2.7. Operates computer, and runs programs, along with other related office equipment.
3. Risk Management
3.1. Consults with officials to ascertain and define need or problem areas
3.2. Advises client on alternate methods of solving need or problem
3.3. Responsible for labor and union relations
3.4. Participate in the settlement of all related claims and review settlements to ensure adherence to policies
3.5. Reviews contracts, requests for proposals, lease language, insurance requirements, and developing contractual language for contracts
3.6. Communicates with attorneys and the public to address situations; reviews/approves contract language; communicates with department heads to lower risk of liability
