Principles of Instructional Design focus on improving individual performance by determining: who I'm designing for, what they need to do, and how I will know they have achieved it. To do this, an instructional designer uses subject matter experts to solve an instructional problem for their client and learners. They make use of design processes like ADDIE to meet learning objectives by using appropriate instruction methods to deliver instruction, then evaluating the results.
