RtI with ELL

1. Definition

1.1. RtI uses assessment and evidence-based instructional intervention within the prevention framework to maximize student achievement while reducing behavior issues.

2. Progress Monitoring

2.1. Progress should be monitored in all languages of instruction

2.2. Compare growth with "true peers", or those who have similar language proficiency

2.3. Evaluations should be given frequently, more when growth is less than expected

2.4. Tools should be reliable and valid to identify a students needs in both first and second languages

3. Multi-level Prevention

3.1. Tier 1: General instruction

3.1.1. All students receive this evidence-based instruction

3.2. Tier 2: Small group intervention

3.2.1. More focused support for students who are struggling or falling behind

3.3. Tier 3: Individual instruction

3.3.1. Focused and intensive instruction to work on specific issues

4. Decision Making

4.1. Students should be tested in both native and second language to identify if there is a language problem or a learning problem

4.2. Cultural and linguistic considerations

5. Screening

5.1. Used to identify students at risk for poor learning outcomes

5.2. Consideration must be given to a students performance in their native language

5.3. Universal screening is brief and followed by additional testing if warranted

5.4. Tools should be reliable and valid to identify a students needs in both first and second languages
