1.1. Work depends on where you live, but mostly up to individual.

1.2. One person in charge (President Snow)

1.3. People are responsible for getting their own food, shelter, etc.

1.4. People fend for themselves

1.5. Use the Hunger Games to control the people

2. The Giver Community

2.1. Spouse, work, children are assigned by government.

2.2. Many/a group of people in charge

2.3. Food, shelter, other needs all provided for by government.

2.4. Everyone is taken care of 100%

2.5. "Release" community members who do not fit in/obey
