1. Exploration Production Sharing contract

1.1. Minimum Work Commitment (MWC) Compliance

1.4.5. 1.5.5 Oil Discovery within Gas Holding Area

1.4.5.1. Associated oil legs, such oil and Associated Gas (AG) shall belong exclusively to PETRONAS.

1.4.5.2. significant volume of crude oil is found in any reservoir(s) within the gas holding area and if later appraisal activities prove that such oil leg can be exploited commercially PETRONAS may request to develop the crude oil and AG.

1.4.6. 1.5.6 Areal Extent of the Gas Field Area

1.4.6.1. Limit their application to the gas field area

1.5.3. 1.6.1 Areal Extent of the Oil Field Area

1.5.3.1. The criteria for determining the extent of the oil reservoir(s) outline

1.5.5. 1.8 PSC Governance

1.5.5.1. 1.8.1 Disclosure (Information and technical data) to third party, Data Trade and Data Transfer

1.5.5.1.1. seek written approval from PETRONAS through GSR, MPM for Malaysia Information Release (MIR) and Upstream Digital (National Data-MPM) for Technical Data, Information and samples to third party.

2. Exploration well drilling

2.1. 2.1 Well Proposal

2.1.2. 2.1.2 Deviation from Notice of Operation (NOOP)

2.1.2.1. Immediately seek PETRONAS’ approval for specific deviation from NOOP.

2.2. 2.2 Notification to Government Authorities

2.2.1. Inform related Government Authorities before commence any activities in Malaysia water and to conduct security coordination.

2.2.2. Send out a NOOP to relevant Government Authorities within one (1) month.

2.2.3. Notification requirement

2.3. 2.3 Well Drilling Operation

2.3.1. Provide PETRONAS with daily reports of the well drilling operation. The reports are to be sent by 8:30 a.m. local time, each day in an acceptable digital format

2.3.1.1. a) Daily Drilling Report (DDR) in accordance with Volume 7, Section 2; b) Daily Geological Report; c) Formation tops, prognosis against actual tops depth, geological target correlation; d) Lithological summary; e) Hydrocarbon shows (oil or gas) summary; f) Latest acquired well data, including Measurement While Drilling (MWD) or Logging While Drilling (LWD) logs, wireline logs, mudlogs, Drill Stem Test (DST) Report, pressure data and formation fluid sampling results; g) HSE incident report.

2.3.2. 2.3.3 Well Abandonment and Suspension

2.3.2.1. Any well programme shall be approved by PETRONAS and technical recommendation made shall be incorporated unless justification to the contrary has been made and agreed by PETRONAS.

2.3.3. 2.3.4 Security Notification

2.3.3.1. Develop a Security Response Plan (SRP).

2.4. 2.4 Post Drilling Evaluation

2.4.1. 2.4.1 Presentation

2.4.1.1. Present the post drilling evaluation results to PETRONAS.

2.4.1.2. Presented within two (2) months from the abandonment or suspension of the well.

2.4.2. 2.4.2 Submission

2.4.2.1. Submit all samples, raw data and well completion reports within three (3) months after the well plugged and abandoned (P&A) or suspended.

2.4.2.2. Well completion reports content

2.4.2.3. Submitting the Geological and Geophysical (G&G) final well evaluation report within eight (8) months

2.4.2.4. If well result is dependent on any particular geological analysis or studies that may take longer than eight (8) months to complete, the preliminary well result shall be submitted.

3. Seismic Data Acquistion or Process Operation

3.1. 3.1 Seismic Acquisition and Processing Proposal

3.1.1. 3.1.1 Submission

3.1.1.1. Submit its proposal on seismic acquisition and processing operation for PETRONAS’ approval at least one (1) month.

3.1.1.2. PETRONAS will notified of any significant changes to the approved proposal at least one (1) week before.

3.1.1.3. Proposal content

3.1.1.3.1. a) The proposed survey area with a proper Coordinate Reference System (CRS) in WGS 84, complete with geodetic parameter information; b) The proposed acquisition days (start and end date); c) The proposed Approved Contract Value (ACV); d) Survey parameters and proposed geological targets; e) Shooting direction and plan; f) A pre-plot map (fold or survey operation); g) Vessel specification including support/chase vessel’s name, flag and call sign; and h) Processing plan.

3.2. 3.2 Marine Seismic Acquisition

3.2.1. 3.2.1 Health, Safety, Security and Environment (HSSE) and Technical Audit

3.2.1.1. a) All vessels and equipment fully comply with HSSE requirements; b) Technical inspections are conducted on the main vessel, equipment, QC procedures and escort vessel prior to mobilisation to the survey area c) Halal food is provided d) Alcohol is prohibited ; e) List of focal or personnel on duty to be contacted for emergency purposes is provided; f) EIA is conducted in accordance with statutory requirements prior to the survey; g) Project Safety Plan is developed with evacuation programme and this requirement also applies to their survey contractor. h) Security Response Plan is developed to deal with any security emergency issues; i) All personnel employed onboard the survey vessel have undergone basic sea survival training and medical examination, shall comply to HSSE requirements; and j) Compliance to HSSE requirements in accordance with Volume 3;

3.2.2. 3.2.2 Notification to Government Authorities

3.2.2.1. inform to related Government Authorities before commence any activities in Malaysia water and also to conduct security coordination.

3.2.2.2. Details on approval on petroleum operations within Exclusive Economic Zones (EZZ) shall be referred

3.2.3. 3.2.3 Fish Trap or Fish Aggregating Device (FAD) Scouting Survey

3.2.3.1. a) Conduct a fish trap scouting survey within the operations area and inform PETRONAS and the Department of Fisheries (DOF) Malaysia accordingly. This should be conduct at least two (2) weeks before the main vessel is mobilized; b) Appoint a chase vessel from PETRONAS’ approved fleet to conduct the survey; c) Ensure representatives from DOF are included as witness to the survey (DOF shall appoint their representatives and ensure they have a valid PETRONAS Offshore Safety Passport (OSP). DOF representative’s travelling expenses, medical checkup and BOSIET cost shall be fully borne by the Contractor(s)); d) Ensure all personnel have undergone basic sea survival training prior to the survey and medical examination; and e) Ensure compliance to all HSSE requirements.

3.2.3.2. Requirement for tagging exercise

3.2.3.2.1. a) Coloured cloth or plastic sheet with the fish trap or FAD number written using a permanent marker; b) Identification of fish trap or FAD type; c) Date and time of tagging for each fish trap or FAD; d) Coordinates of the fish trap or FAD location; e) Photo of the fish trap or FAD; and f) Report on the tagged fish trap or FAD.

3.2.3.3. submit a detailed report to PETRONAS and DOF of the relevant States on the result of fish trap or FAD Scouting Survey

3.2.3.4. FAD owners shall be contacted by DOF and they shall be allowed two (2) weeks to remove all fish traps

3.2.3.5. Remaining fish traps or FAD shall be cleared by us.

3.2.3.6. Removed fish traps shall be compensated, and relevant claims may be made to the DOF within four (4) months after seismic acquisition operation is completed.

3.2.3.7. The presence of PETRONAS, DOF and fishermen representatives within one (1) month after submission of the compensation claims.

3.2.3.8. The agreed compensation payments shall be made through DOF

3.2.3.9. Submit a compensation request letter and a close- out report to PETRONAS

3.2.4. 3.2.4 Survey Operations

3.2.4.1. Provide an operations daily report as specified by PETRONAS

3.2.4.1.1. a) Daily and cumulative survey production; b) Daily and cumulative cost; c) HSSE issues or statistics; d) Progress map with fold map and raw brute stack; e) Navigation details; and f) Operational plan for the next two (2) to three (3) days.

3.2.5. 3.2.5 Post Survey

3.2.5.1. submit all seismic data, maps and full seismic acquisition close-out report to PETRONAS within two (2) months upon survey completion.

3.2.6. 3.2.6 Seismic Processing

4. Non Seismic Survey

4.4.1.1. a) Submit NOOP to PETRONAS and all relevant Authorities two (2) months prior to the survey; b) Highlight the area of an operations, the timing and duration of the survey; c) Provide the company’s information and details of the aircraft including name, place of registration and specifications; d) Ensure that all personnel onboard the survey aircraft have undergone basic survival training and medical examination. e) Ensure the survey aircraft and its equipment complies with PETRONAS’ HSSE guidelines.

5. Geohazards Survey

5.1. 5.1 Health, Safety, Security and Environment (HSSE) Requirements

5.1.1. a) All vessels and equipment fully comply with HSSE requirements b) Technical inspections are conducted on the main vessel, equipment, QC procedures and escort vessel prior to mobilisation to the survey area c) Halal food is provided d) Alcohol is prohibited ; e) List of focal or personnel f) EIA is conducted in accordance with statutory requirements prior to the survey; g) Project Safety Plan h) Security Response Plan i) All personnel employed onboard the survey vessel have undergone basic sea survival training and medical examination.

5.2. 5.2 Notification to Authorities

5.2.1. Submit NOOP to the relevant Government Authorities within one (1) month

5.3. 5.3 Geohazards Site Investigation

5.3.1. Conduct a site investigation survey

5.3.1.1. a) Navigation tracks b) Bathymetry map; c) Sun illuminated image map; d) Seabed features map; e) Side scan sonar mosaic map; f) Shallow zone geology analysis of the survey area; g) Intermediate zone geology analysis of the survey area; and h) Geological profiles across the survey area.

5.3.2. 5.3.1 Pre-Survey

5.3.2.1. a) Submit notification to PETRONAS and the relevant Government Authorities on the planned pre-survey work one (1) month b) Propose a list of qualified survey crew c) Ensure all personnel onboard the survey vessel have undergone basic sea survival training and medical examination. d) Prepare a list of focal or personnel e) Ensure that the proposed survey vessel passes the Offshore Support Vessel Inspection System (OSVIS) inspection conducted by PETRONAS Maritime Sdn Bhd and vessel that has Offshore Vessel Inspection Database (OVID) certificate may request for desktop screening and may be exempted from physical inspection; f) Ensure that all equipment required are properly calibrate g) Ensure that all Project Execution Plan (PEP) and HSSE bridging documents are in place.

5.3.2.2. Cannot be conducted beyond Malaysian maritime borders

5.3.2.2.1. consent from the relevant Government Authorities. and approval from PETRONAS

5.3.3. 5.3.2 Survey Operations

5.3.3.1. a) All activities are reported in daily operations or progress reports which are submitted to PETRONAS on a daily basis;

5.3.3.2. b) PETRONAS HSSE requirements are complied.

5.3.3.3. c) All personnel onboard the vessel carry their personal identification;

5.3.3.4. d) The operations are carried out as per the agreed survey, and PETRONAS shall be notified should there be any deviation

5.3.3.5. e) PETRONAS is immediately informed of any emergencies or HSSE issues arising from the operation

5.3.4. 5.3.3 Post Survey

5.3.4.1. a) Notify PETRONAS upon the completion of the survey;

5.3.4.2. b) Submit preliminary report to PETRONAS one (1) week after.

5.3.4.3. c) Submit the final report within four (4) weeks after the survey

5.4. 5.4 Geohazard Pipeline or Cable Route Survey

5.4.1. Conduct survey on any proposed pipeline or cable route

5.4.1.1. Pre-lay Survey

5.4.1.1.1. a) Bathymetry map; b) Seabed features map; c) Shallow zone geology analysis of the survey area; and d) Geological profiles across the survey area.

5.4.1.2. As-Laid survey

5.4.3.2. b) Submit a preliminary report to PETRONAS one (1) week after the survey has completed.

5.4.3.3. c) Submit the final report within four (4) weeks after the survey has completed.

5.5. 5.5 Geotechnical Investigation

5.5.1. Rigs emplacement.

5.5.2. 5.5.1 Prior To Mobilisation

5.5.2.1. a) Notify PETRONAS and the relevant Government Authorities one (1) month.

5.5.2.2. b) Propose an anchor pattern and obtain approval by PETRONAS

5.5.2.3. c) Hire Anchor Handling Tug (AHT) for mooring operations.

5.5.2.4. d) Propose a list of qualified survey crew.

5.5.2.5. e) Ensure all personnel onboard the geotechnical vessel have undergone basic sea survival training and medical examination.

5.5.2.6. f) Ensure key personnel onboard the geotechnical vessel have undergone Permit To Work (PTW) training; and

5.5.2.7. g) Ensure the equipment to be deployed comply with Marine Management as per Volume 11 Section 10 and geotechnical vessel certified by Oil Companies International Marine Forum (OCIMF) via OVID.

5.5.2.8. Cannot be conducted beyond Malaysian maritime borders

5.5.2.8.1. consent from the relevant Government Authorities. and approval from PETRONAS

5.5.3. 5.5.2 Geotechnical Operation

5.5.3.1. a) Prepare a list of focal or personnel on duty.

5.5.3.2. b) Ensure that all personnel onboard the vessel carry their personal identification;

5.5.3.3. c) Ensure that the operations to be conducted is carried out as per earlier notification. PETRONAS shall be notified of any deviation.

5.5.3.4. d) Immediately inform PETRONAS of any emergencies or issues arising from the operation

5.5.4. 5.5.3 Post Geotechnical Operation

5.5.4.1. a) Notify PETRONAS once completed

5.5.4.2. b) Submit the final report within two (2) months after demobilisation.
