2.1. Perform subject matter analysis.
2.2. Specify learning objectives
2.3. Plan the lessons and select media

3.1. Create the actual product which was defined in the design phase.
4. Implementation
4.1. Develop a procedure for training facilitators and learners.
4.2. Deliver or distribute materials to the students.
5. Summative Evaluation
5.1. Testing the product after implementation.
5.2. Gathering feedback from users
