2.5.1. it can be used on them but it poses a great risk to the baby

4.1. Gives people access to naloxone

4.2. People do not have to wait for medical personelle to administer life saving drug

5. Creates a "Safety Net"

5.1. Drug use will increase because they have that net to save them from death

5.1.1. This is only allowed for a third party, that third party can not be an active drug user. So the people who have these kits are going to be parents, spouses, and good friends who are sober. Not other using friends

5.1.2. Getting shot with naloxone is not a fun experience. It immediately puts the person into withdrawal's which are brutal, so I would be surprised if an addict figured they would take more of their drug because they had a "safety net"
