3. There is no condemnation for the Romans, because God has condemned the penalty of sin in Christ.

7. Therefore = Romans 8 is further explanation of the Romans 7:25 Victory in Christ Jesus over our failing sinful flesh. The capstone of that truth is Romans 8:1. All of Romans 8 spells this victory out. If we are in Christ, we have the Spirit. And if we have the Spirit, there is no condemnation for those in Christ, because of what the Holy Spirit does on behalf of believers. The Holy Spirit is the confirmation of the fact that believers face no condemnation from God because of their sin.
